I reboot system and install crimson 15.12 every thing was fine. UPDATE: I managed to amd r9 m200 series via device manager using the "inf" method IN SAFE MODE. I even downgraded to windows 8.1 still same issue.

I'd guess that the people at Toshiba spotted the problem you're experiencing on the 14.9+ drivers from AMD, and chose to stop support altogether at that point to avoid the hassle of dealing with this.
